Good questions to ask the landlord:
1. Are the utilities included?
2. Do I have to pay security (damage) deposit and if so, how much?
3. Does the rent include internet and cable?
4. Are there laundry facilities within the unit?
5. When is the rent due?
6. What happens if I need to leave the place before the end of the lease?
7. Who do I call if someone breaks in the house?
8. Is smoking allowed?
9. Am I allowed to hang things on the walls?
10. Will the landlord’s insurance cover my belongings (in case of theft or damage)?

Where is the best place to live?
It depends, on budget, transportation and mode of preparation. 
If you can study at home and no need to use the university library or you need to use the library and unable to prepare at home. Alternatively, you can use the public library to study. Except for the first two weeks of orientation, classes in a week vary depends on course.

What is the minimum rent?
Generally the rent available around $500 a month for a single bedroom.

What are the nearby places to the university?
I suggest you use maps (iOS or Google)
